I have an evergreen bush in my front yard that is dying. How do I save it?

I have a 8 foot evergreen bush/tree in my garden.  It is dying...the greenery is turning brown.  I have also noted brown 'pod' on it.  These ''pods' appear to move.

What is wrong and how do I save the bush?
