I have a large maple tree in my front lawn that shades the flower garden all day. I have tried many different annuals and perennials but nothing seems to grow. Or if it does grow, it is weak and scraggly.

Depends on what kind of maple.
If it is a Norway Maple, nothing will grow under it because it has a very agressive root system.
